The epd s water monitoring programme from the 1980s onward had mostly focused on physico - chemical parameters of marine water and sediment . biomonitoring had been restricted to the monitoring of sewage bacteria and phytoplankton as part of the general marine water quality monitoring . there had been no monitoring of effects of toxic pollution on marine organisms 本署自八十年代开始实行水质监测计划，一直以海水及沉积物的物理及化学参数为主，生物参数只限于污水细菌及浮游植物的监测，污染对海洋生物的影响并不包括在监察项目内。
