Its conversion from a traditional hakka style hoi pa village house , built in 1904 and declared a monument in 1986 , was funded by the woo wheelock green fund and the environment and conservation fund 荃湾环境资源中心是政府首个与私人团体合办的环境资源中心。它前身为一间建于1904年在海坝村的客家屋， 1986年由古物古迹委员会宣布为古迹。
