The paper points out that under the condition of knowledge economic the operator ' s incentive payments should sufficiently take economic surplus and capital stock into accounts and construct a new incentive mechanism based on human capital property right 在知识经济条件下，经营者的激励报酬应充分考虑经营者人力资本存量、经济剩余索取、人力资本股。
