Article 14 any person who has reached the age of 16 and who commits a crime shall bear criminal responsibility 已满十四岁不满十六岁的人，犯杀人、重伤、抢劫、放火、惯窃罪或者其他严重破坏社会秩序罪，应当负刑事责任。

Any person who has reached the age of 14 but not the age of 16 and who commits a homicide , inflicting serious bodily injury , robbery , arson , habitual theft or any other crime seriously undermining social order shall bear criminal responsibility 已满十四岁不满十六岁的人，犯杀人、重伤、抢劫、放火、惯窃罪或者其他严重破坏社会秩序罪，应当负刑事责任。
